Per ulteriori approfondimenti: http://www.enisoft.com/~celfosc/eng/inicionou.htmThe International Symposium on Obtrusive Light and Sky Glow (www.cie-ida-barcelona2004.org) has been organised in Barcelona by the INTERNATIONAL DARK SKY ASSOCIATION and DIVISION 5 (Outdoor Lighting) of the COMISSION INTERNATIONALE DE L'ECLAIRAGE. The two major international entities that study this subject, respectively, from the perspective of CAUSES AND EFFECTS will meet at this Symposium for the first time. It will undoubtedly be an ideal occasion to establish dialogue and collaboration between both sectors, which has already shown to be necessary and productive in other matters. The concern for problems related to Light Pollution is increasingly important every day and over time has led to the application of: New lighting developments to prevent or reduce incidence. Legislation, Regulations and Ordinances to diminish their effects. Therefore, it is advisable to establish channels for dialogue among all sectors involved with the aim of harmonising their different demands, and achieving solutions that are not only possible but also effective. The Symposium will join specialists, professionals, scientists and users from the field of lighting, as well as astronomy, biology and ecology, who will present and debate the latest advances, proposals and achievements. It is a pleasure for us to invite all scientists, technicians and persons related to the subject to enrich the contents of this Symposium with their collaboration. We trust that the expectations of all those who attend this International Symposium will be fully satisfied by the scientific and social programme we are preparing. Barcelona is a modern, hospitable, coastal city with a port that is filled with art and museums that join the avant-garde, classical and contemporary elements. We invite you to visit the city at this important international meeting which we hope you will participate in. To be held from Wednesday 17 November to Friday 19 November, coordinated with the Science Week that will be held on the same dates. SCIENTIFIC PROGRAMME The official languages of the Symposium are English, Spanish and Catalan. Simultaneous translation in the three official languages of the Symposium will be offered at all sessions PROGRAMME OF SESSIONS Wednesday 17 November 15,00 -16,15 Opening event and Guest Conference Sr. Nigel POLLARD Director of Div. 5 "Outdoor Lighting" of the CIE UNITED KINGDOM PLANS FOR CONTROLLING OBSTRUSIVE LIGHT TECHNICAL SESSION MEETING ROOM 113 16,15-16,40 PROFITABLE EXECUTIONS TO OPTIMISE LIGHTING AND MINIMIZATION OF LIGHT POLLUTION Josep M.Olle Martorell - Reus Council 16,40-17,05 MINIMIZATION OF LIGHT POLLUTION IN NEON SIGNS Francisco Javier Díaz Castro - Astrophysics Institute of the Canary Islands Juan Federico de la Paz Gómez - Astrophysics Institute of the Canary Islands 17,05-17,30 THE CITY AS A BALANCE BETWEEN LIGHTING FUNCTIONS AND POLLUTION Josep Maria Berengueres i Palau - Barcelona City Council Francesc Cavaller Galí - C. & G.
